A global war?

In perhaps the most chilling part of his remarks, Putin said the conflict in Ukraine is “taking on global dimensions” and said Russia is entitled to use missiles against Western countries supplying weapons for Ukraine to use against Russian targets.

“In the event of escalation, we will respond decisively and in kind,” Putin said. “I advise the ruling elites of those countries planning to use their military forces against Russia to seriously consider this.”

The change in nuclear doctrine authorized by Putin earlier this week also lowers the threshold for Russia’s use of nuclear weapons to counter a conventional attack that threatens Russian “territorial integrity.”

This seems to have already happened. Ukraine launched an offensive into Russia’s Kursk region in August, taking control of more than 1,000 square kilometers of Russian land. Russian forces, assisted by North Korean troops, are staging a counteroffensive to try to retake the territory.

Singh called Russia’s invitation of North Korean troops “escalatory” and said Putin could “choose to end this war today.”

US officials say Russian forces are suffering some 1,200 deaths or injuries per day in the war. In September, The Wall Street Journal reported that US intelligence sources estimated that a million Ukrainians and Russians had been killed or wounded in the war.

The UN Human Rights Office most recently reported that 11,973 civilians have been killed, including 622 children, since the start of the full-scale Russian invasion in February 2022.

“We warned Russia back in 2022 not to do this, and they did it anyways, so there are consequences for that,” Singh said. “But we don’t want to see this escalate into a wider regional conflict. We don’t seek war with Russia.”

Late last week, Russia’s military planned to launch a Sarmat intercontinental ballistic missile (ICBM) on a test flight from the Plesetsk Cosmodrome. Imagery from commercial satellites captured over the weekend suggest the missile exploded before or during launch.

This is at least the second time an RS-28 Sarmat missile has failed in less than two years, dealing a blow to the country’s nuclear forces days after the head of the Russian legislature issued a veiled threat to use the missile against Europe if Western allies approved Ukraine’s use of long-range weapons against Russia.

Commercial satellite imagery collected by Maxar and Planet show before-and-after views of the Sarmat missile silo at Plesetsk, a military base about 500 miles (800 kilometers) north of Moscow. The view from one of Maxar’s imaging satellites Saturday revealed unmistakable damage at the launch site, with a large crater centered on the opening to the underground silo.

The crater is roughly 200 feet (62 meters) wide, according to George Barros, a Russia and geospatial intelligence analyst at the Institute for the Study of War. “Extensive damage in and around the launch pad can be seen which suggests that the missile exploded shortly after ignition or launch,” Barros wrote on X.

“Additionally, small fires continue to burn in the forest to the east of the launch complex and four fire trucks can be seen near the destroyed silo,” Barros added.

The Sarmat missile is Russia’s largest ICBM, with a height of 115 feet (35 meters). It is capable of delivering nuclear warheads to targets more than 11,000 miles (18,000 kilometers) away, making it the longest-range missile in the world. The three-stage missile burns hypergolic hydrazine and nitrogen tetroxide propellants, and is built by the Makeyev Design Bureau. The Sarmat, sometimes called the Satan II, replaces Russia’s long-range R-36M missile developed during the Cold War.

“According to Russian media, Sarmat can reportedly load up to 10 large warheads, 16 smaller ones, a combination of warheads and countermeasures, or hypersonic boost-glide vehicle,” the Center for Strategic and International Studies writes on its website.

The secret is out

Western analysts still don’t know exactly when the explosion occurred. Russia issued warnings last week for pilots to keep out of airspace along the flight path of a planned missile launch from the Plesetsk Cosmodrome. Russia published similar notices before previous Sarmat missile tests, alerting observers that another Sarmat launch was imminent. The warnings were canceled Thursday, two days before satellite imagery showed the destruction at the launch site.

“It is possible that the launch attempt was undertaken on September 19th, with fires persisting for more than 24 hours,” wrote Pavel Podvig, a senior researcher at the United Nations Institute for Disarmament Research in Geneva, on his Russian Nuclear Forces blog site. “Another possibility is that the test was scrubbed on the 19th and the incident happened during the subsequent defueling of the missile. The character of destruction suggests that the missile exploded in the silo.”

James Acton, a senior fellow at the Carnegie Endowment for International Peace, wrote on X that the before-and-after imagery of the Sarmat missile silo was “very persuasive that there was a big explosion.”

The United States Marine Forces Special Operations Command (MARSOC) is currently evaluating a new generation of robotic “dogs” developed by Ghost Robotics, with the potential to be equipped with gun systems from defense tech company Onyx Industries, reports The War Zone.

While MARSOC is testing Ghost Robotics’ quadrupedal unmanned ground vehicles (called “Q-UGVs” for short) for various applications, including reconnaissance and surveillance, it’s the possibility of arming them with weapons for remote engagement that may draw the most attention. But it’s not unprecedented: The US Marine Corps has also tested robotic dogs armed with rocket launchers in the past.

MARSOC is currently in possession of two armed Q-UGVs undergoing testing, as confirmed by Onyx Industries staff, and their gun systems are based on Onyx’s SENTRY remote weapon system (RWS), which features an AI-enabled digital imaging system and can automatically detect and track people, drones, or vehicles, reporting potential targets to a remote human operator that could be located anywhere in the world. The system maintains a human-in-the-loop control for fire decisions, and it cannot decide to fire autonomously.

On LinkedIn, Onyx Industries shared a video of a similar system in action.

In a statement to The War Zone, MARSOC states that weaponized payloads are just one of many use cases being evaluated. MARSOC also clarifies that comments made by Onyx Industries to The War Zone regarding the capabilities and deployment of these armed robot dogs “should not be construed as a capability or a singular interest in one of many use cases during an evaluation.” The command further stresses that it is aware of and adheres to all Department of Defense policies concerning autonomous weapons.

The rise of robotic unmanned ground vehicles

The evaluation of armed robotic dogs reflects a growing interest in small robotic unmanned ground vehicles for military use. While unmanned aerial vehicles (UAVs) have been remotely delivering lethal force under human command for at least two decades, the rise of inexpensive robotic quadrupeds—some available for as little as $1,600—has led to a new round of experimentation with strapping weapons to their backs.

In July 2022, a video of a rifle bolted to the back of a Unitree robodog went viral on social media, eventually leading Boston Robotics and other robot vendors to issue a pledge that October to not weaponize their robots (with notable exceptions for military uses). In April, we covered a Unitree Go2 robot dog, with a flame thrower strapped on its back, on sale to the general public.

The prospect of deploying armed robotic dogs, even with human oversight, raises significant questions about the future of warfare and the potential risks and ethical implications of increasingly autonomous weapons systems. There’s also the potential for backlash if similar remote weapons systems eventually end up used domestically by police. Such a concern would not be unfounded: In November 2022, we covered a decision by the San Francisco Board of Supervisors to allow the San Francisco Police Department to use lethal robots against suspects.

There’s also concern that the systems will become more autonomous over time. As The War Zone’s Howard Altman and Oliver Parken describe in their article, “While further details on MARSOC’s use of the gun-armed robot dogs remain limited, the fielding of this type of capability is likely inevitable at this point. As AI-enabled drone autonomy becomes increasingly weaponized, just how long a human will stay in the loop, even for kinetic acts, is increasingly debatable, regardless of assurances from some in the military and industry.”

While the technology is still in the early stages of testing and evaluation, Q-UGVs do have the potential to provide reconnaissance and security capabilities that reduce risks to human personnel in hazardous environments. But as armed robotic systems continue to evolve, it will be crucial to address ethical concerns and ensure that their use aligns with established policies and international law.

Despite new Pentagon collab, OpenAI won’t allow customers to “develop or use weapons” with its tools.

On Tuesday, ChatGPT developer OpenAI revealed that it is collaborating with the United States Defense Department on cybersecurity projects and exploring ways to prevent veteran suicide, reports Bloomberg. OpenAI revealed the collaboration during an interview with the news outlet at the World Economic Forum in Davos. The AI company recently modified its policies, allowing for certain military applications of its technology, while maintaining prohibitions against using it to develop weapons.

According to Anna Makanju, OpenAI’s vice president of global affairs, “many people thought that [a previous blanket prohibition on military applications] would prohibit many of these use cases, which people think are very much aligned with what we want to see in the world.” OpenAI removed terms from its service agreement that previously blocked AI use in “military and warfare” situations, but the company still upholds a ban on its technology being used to develop weapons or to cause harm or property damage.

Under the “Universal Policies” section of OpenAI’s Usage Policies document, section 2 says, “Don’t use our service to harm yourself or others.” The prohibition includes using its AI products to “develop or use weapons.” Changes to the terms that removed the “military and warfare” prohibitions appear to have been made by OpenAI on January 10.

The shift in policy appears to align OpenAI more closely with the needs of various governmental departments, including the possibility of preventing veteran suicides. “We’ve been doing work with the Department of Defense on cybersecurity tools for open-source software that secures critical infrastructure,” Makanju said in the interview. “We’ve been exploring whether it can assist with (prevention of) veteran suicide.”

The efforts mark a significant change from OpenAI’s original stance on military partnerships, Bloomberg says. Meanwhile, Microsoft Corp., a large investor in OpenAI, already has an established relationship with the US military through various software contracts.
