OpenAI releases new simulated reasoning models with full tool access


New o3 model appears “near-genius level,” according to one doctor, but it still makes mistakes.

On Wednesday, OpenAI announced the release of two new models—o3 and o4-mini—that combine simulated reasoning capabilities with access to functions like web browsing and coding. These models mark the first time OpenAI’s reasoning-focused models can use every ChatGPT tool simultaneously, including visual analysis and image generation.

OpenAI announced o3 in December, and until now, only less capable derivative models named “o3-mini” and “03-mini-high” have been available. However, the new models replace their predecessors—o1 and o3-mini.

OpenAI is rolling out access today for ChatGPT Plus, Pro, and Team users, with Enterprise and Edu customers gaining access next week. Free users can try o4-mini by selecting the “Think” option before submitting queries. OpenAI CEO Sam Altman tweeted that “we expect to release o3-pro to the pro tier in a few weeks.”

For developers, both models are available starting today through the Chat Completions API and Responses API, though some organizations will need verification for access.

“These are the smartest models we’ve released to date, representing a step change in ChatGPT’s capabilities for everyone from curious users to advanced researchers,” OpenAI claimed on its website. OpenAI says the models offer better cost efficiency than their predecessors, and each comes with a different intended use case: o3 targets complex analysis, while o4-mini, being a smaller version of its next-gen SR model “o4” (not yet released), optimizes for speed and cost-efficiency.

What sets these new models apart from OpenAI’s other models (like GPT-4o and GPT-4.5) is their simulated reasoning capability, which uses a simulated step-by-step “thinking” process to solve problems. Additionally, the new models dynamically determine when and how to deploy aids to solve multistep problems. For example, when asked about future energy usage in California, the models can autonomously search for utility data, write Python code to build forecasts, generate visualizing graphs, and explain key factors behind predictions—all within a single query.

OpenAI touts the new models’ multimodal ability to incorporate images directly into their simulated reasoning process—not just analyzing visual inputs but actively “thinking with” them. This capability allows the models to interpret whiteboards, textbook diagrams, and hand-drawn sketches, even when images are blurry or of low quality.

That said, the new releases continue OpenAI’s tradition of selecting confusing product names that don’t tell users much about each model’s relative capabilities—for example, o3 is more powerful than o4-mini despite including a lower number. Then there’s potential confusion with the firm’s non-reasoning AI models. As Ars Technica contributor Timothy B. Lee noted today on X, “It’s an amazing branding decision to have a model called GPT-4o and another one called o4.”

Vibes and benchmarks

All that aside, we know what you’re thinking: What about the vibes? While we have not used 03 or o4-mini yet, frequent AI commentator and Wharton professor Ethan Mollick compared o3 favorably to Google’s Gemini 2.5 Pro on Bluesky. “After using them both, I think that Gemini 2.5 & o3 are in a similar sort of range (with the important caveat that more testing is needed for agentic capabilities),” he wrote. “Each has its own quirks & you will likely prefer one to another, but there is a gap between them & other models.”

During the livestream announcement for o3 and o4-mini today, OpenAI President Greg Brockman boldly claimed: “These are the first models where top scientists tell us they produce legitimately good and useful novel ideas.”

Early user feedback seems to support this assertion, although until more third-party testing takes place, it’s wise to be skeptical of the claims. On X, immunologist Dr. Derya Unutmaz said o3 appeared “at or near genius level” and wrote, “It’s generating complex incredibly insightful and based scientific hypotheses on demand! When I throw challenging clinical or medical questions at o3, its responses sound like they’re coming directly from a top subspecialist physicians.”

So the vibes seem on target, but what about numerical benchmarks? Here’s an interesting one: OpenAI reports that o3 makes “20 percent fewer major errors” than o1 on difficult tasks, with particular strengths in programming, business consulting, and “creative ideation.”

The company also reported state-of-the-art performance on several metrics. On the American Invitational Mathematics Examination (AIME) 2025, o4-mini achieved 92.7 percent accuracy. For programming tasks, o3 reached 69.1 percent accuracy on SWE-Bench Verified, a popular programming benchmark. The models also reportedly showed strong results on visual reasoning benchmarks, with o3 scoring 82.9 percent on MMMU (massive multi-disciplinary multimodal understanding), a college-level visual problem-solving test.

However, these benchmarks provided by OpenAI lack independent verification. One early evaluation of a pre-release o3 model by independent AI research lab Transluce found that the model exhibited recurring types of confabulations, such as claiming to run code locally or providing hardware specifications, and hypothesized this could be due to the model lacking access to its own reasoning processes from previous conversational turns. “It seems that despite being incredibly powerful at solving math and coding tasks, o3 is not by default truthful about its capabilities,” wrote Transluce in a tweet.

Also, some evaluations from OpenAI include footnotes about methodology that bear consideration. For a “Humanity’s Last Exam” benchmark result that measures expert-level knowledge across subjects (o3 scored 20.32 with no tools, but 24.90 with browsing and tools), OpenAI notes that browsing-enabled models could potentially find answers online. The company reports implementing domain blocks and monitoring to prevent what it calls “cheating” during evaluations.

Even though early results seem promising overall, experts or academics who might try to rely on SR models for rigorous research should take the time to exhaustively determine whether the AI model actually produced an accurate result instead of assuming it is correct. And if you’re operating the models outside your domain of knowledge, be careful accepting any results as accurate without independent verification.

Pricing

For ChatGPT subscribers, access to o3 and o4-mini is included with the subscription. On the API side (for developers who integrate the models into their apps), OpenAI has set o3’s pricing at $10 per million input tokens and $40 per million output tokens, with a discounted rate of $2.50 per million for cached inputs. This represents a significant reduction from o1’s pricing structure of $15/$60 per million input/output tokens—effectively a 33 percent price cut while delivering what OpenAI claims is improved performance.

The more economical o4-mini costs $1.10 per million input tokens and $4.40 per million output tokens, with cached inputs priced at $0.275 per million tokens. This maintains the same pricing structure as its predecessor o3-mini, suggesting OpenAI is delivering improved capabilities without raising costs for its smaller reasoning model.

Codex CLI

OpenAI also introduced an experimental terminal application called Codex CLI, described as “a lightweight coding agent you can run from your terminal.” The open source tool connects the models to users’ computers and local code. Alongside this release, the company announced a $1 million grant program offering API credits for projects using Codex CLI.

Codex CLI somewhat resembles Claude Code, an agent launched with Claude 3.7 Sonnet in February. Both are terminal-based coding assistants that operate directly from a console and can interact with local codebases. While Codex CLI connects OpenAI’s models to users’ computers and local code repositories, Claude Code was Anthropic’s first venture into agentic tools, allowing Claude to search through codebases, edit files, write and run tests, and execute command line operations.

Codex CLI is one more step toward OpenAI’s goal of making autonomous agents that can execute multistep complex tasks on behalf of users. Let’s hope all the vibe coding it produces isn’t used in high-stakes applications without detailed human oversight.

On Wednesday, OpenAI Chief Technical Officer Mira Murati announced she is leaving the company in a surprise resignation shared on the social network X. Murati joined OpenAI in 2018, serving for six-and-a-half years in various leadership roles, most recently as the CTO.

“After much reflection, I have made the difficult decision to leave OpenAI,” she wrote in a letter to the company’s staff. “While I’ll express my gratitude to many individuals in the coming days, I want to start by thanking Sam and Greg for their trust in me to lead the technical organization and for their support throughout the years,” she continued, referring to OpenAI CEO Sam Altman and President Greg Brockman. “There’s never an ideal time to step away from a place one cherishes, yet this moment feels right.”

At OpenAI, Murati was in charge of overseeing the company’s technical strategy and product development, including the launch and improvement of DALL-E, Codex, Sora, and the ChatGPT platform, while also leading research and safety teams. In public appearances, Murati often spoke about ethical considerations in AI development.

Murati’s decision to leave the company comes when OpenAI finds itself at a major crossroads with a plan to alter its nonprofit structure. According to a Reuters report published today, OpenAI is working to reorganize its core business into a for-profit benefit corporation, removing control from its nonprofit board. The move, which would give CEO Sam Altman equity in the company for the first time, could potentially value OpenAI at $150 billion.

Murati stated her decision to leave was driven by a desire to “create the time and space to do my own exploration,” though she didn’t specify her future plans.

In her departure announcement, Murati highlighted recent developments at OpenAI, including innovations in speech-to-speech technology and the release of OpenAI o1. She cited what she considers the company’s progress in safety research and the development of “more robust, aligned, and steerable” AI models.

Altman replied to Murati’s tweet directly, expressing gratitude for Murati’s contributions and her personal support during challenging times, likely referring to the tumultuous period in November 2023 when the OpenAI board of directors briefly fired Altman from the company.

It’s hard to overstate how much Mira has meant to OpenAI, our mission, and to us all personally,” he wrote. “I feel tremendous gratitude towards her for what she has helped us build and accomplish, but I most of all feel personal gratitude towards her for the support and love during all the hard times. I am excited for what she’ll do next.”

Not the first major player to leave

With Murati’s exit, Altman remains one of the few long-standing senior leaders at OpenAI, which has seen significant shuffling in its upper ranks recently. In May 2024, former Chief Scientist Ilya Sutskever left to form his own company, Safe Superintelligence, Inc. (SSI), focused on building AI systems that far surpass humans in logical capabilities. That came just six months after Sutskever’s involvement in the temporary removal of Altman as CEO.

John Schulman, an OpenAI co-founder, departed earlier in 2024 to join rival AI firm Anthropic, and in August, OpenAI President Greg Brockman announced he would be taking a temporary sabbatical until the end of the year.

The leadership shuffles have raised questions among critics about the internal dynamics at OpenAI under Altman and the state of OpenAI’s future research path, which has been aiming toward creating artificial general intelligence (AGI)—a hypothetical technology that could potentially perform human-level intellectual work.

“Question: why would key people leave an organization right before it was just about to develop AGI?” asked xAI developer Benjamin De Kraker in a post on X just after Murati’s announcement. “This is kind of like quitting NASA months before the moon landing,” he wrote in a reply. “Wouldn’t you wanna stick around and be part of it?”

Altman mentioned that more information about transition plans would be forthcoming, leaving questions about who will step into Murati’s role and how OpenAI will adapt to this latest leadership change as the company is poised to adopt a corporate structure that may consolidate more power directly under Altman. “We’ll say more about the transition plans soon, but for now, I want to take a moment to just feel thanks,” Altman wrote.

Major shifts at OpenAI spark skepticism about impending AGI timelines

Over the past week, OpenAI experienced a significant leadership shake-up as three key figures announced major changes. Greg Brockman, the company’s president and co-founder, is taking an extended sabbatical until the end of the year, while another co-founder, John Schulman, permanently departed for rival Anthropic. Peter Deng, VP of Consumer Product, has also left the ChatGPT maker.

In a post on X, Brockman wrote, “I’m taking a sabbatical through end of year. First time to relax since co-founding OpenAI 9 years ago. The mission is far from complete; we still have a safe AGI to build.”

The moves have led some to wonder just how close OpenAI is to a long-rumored breakthrough of some kind of reasoning artificial intelligence if high-profile employees are jumping ship (or taking long breaks, in the case of Brockman) so easily. As AI developer Benjamin De Kraker put it on X, “If OpenAI is right on the verge of AGI, why do prominent people keep leaving?”

AGI refers to a hypothetical AI system that could match human-level intelligence across a wide range of tasks without specialized training. It’s the ultimate goal of OpenAI, and company CEO Sam Altman has said it could emerge in the “reasonably close-ish future.” AGI is also a concept that has sparked concerns about potential existential risks to humanity and the displacement of knowledge workers. However, the term remains somewhat vague, and there’s considerable debate in the AI community about what truly constitutes AGI or how close we are to achieving it.

The emergence of the “next big thing” in AI has been seen by critics such as Ed Zitron as a necessary step to justify ballooning investments in AI models that aren’t yet profitable. The industry is holding its breath that OpenAI, or a competitor, has some secret breakthrough waiting in the wings that will justify the massive costs associated with training and deploying LLMs.

But other AI critics, such as Gary Marcus, have postulated that major AI companies have reached a plateau of large language model (LLM) capability centered around GPT-4-level models since no AI company has yet made a major leap past the groundbreaking LLM that OpenAI released in March 2023. Microsoft CTO Kevin Scott has countered these claims, saying that LLM “scaling laws” (that suggest LLMs increase in capability proportionate to more compute power thrown at them) will continue to deliver improvements over time and that more patience is needed as the next generation (say, GPT-5) undergoes training.

In the scheme of things, Brockman’s move sounds like an extended, long overdue vacation (or perhaps a period to deal with personal issues beyond work). Regardless of the reason, the duration of the sabbatical raises questions about how the president of a major tech company can suddenly disappear for four months without affecting day-to-day operations, especially during a critical time in its history.

Unless, of course, things are fairly calm at OpenAI—and perhaps GPT-5 isn’t going to ship until at least next year when Brockman returns. But this is speculation on our part, and OpenAI (whether voluntarily or not) sometimes surprises us when we least expect it. (Just today, Altman dropped a hint on X about strawberries that some people interpret as being a hint of a potential major model undergoing testing or nearing release.)

A pattern of departures and the rise of Anthropic

What may sting OpenAI the most about the recent departures is that a few high-profile employees have left to join Anthropic, a San Francisco-based AI company founded in 2021 by ex-OpenAI employees Daniela and Dario Amodei.

Anthropic offers a subscription service called Claude.ai that is similar to ChatGPT. Its most recent LLM, Claude 3.5 Sonnet, along with its web-based interface, has rapidly gained favor over ChatGPT among some LLM users who are vocal on social media, though it likely does not yet match ChatGPT in terms of mainstream brand recognition.

In particular, John Schulman, an OpenAI co-founder and key figure in the company’s post-training process for LLMs, revealed in a statement on X that he’s leaving to join rival AI firm Anthropic to do more hands-on work: “This choice stems from my desire to deepen my focus on AI alignment, and to start a new chapter of my career where I can return to hands-on technical work.” Alignment is a field that hopes to guide AI models to produce helpful outputs.

In May, OpenAI alignment researcher Jan Leike left OpenAI to join Anthropic as well, criticizing OpenAI’s handling of alignment safety.

Adding to the recent employee shake-up, The Information reports that Peter Deng, a product leader who joined OpenAI last year after stints at Meta Platforms, Uber, and Airtable, has also left the company, though we do not yet know where he is headed. In May, OpenAI co-founder Ilya Sutskever left to found a rival startup, and prominent software engineer Andrej Karpathy departed in February, recently launching an educational venture.

As De Kraker noted, if OpenAI were on the verge of developing world-changing AI technology, wouldn’t these high-profile AI veterans want to stick around and be part of this historic moment in time? “Genuine question,” he wrote. “If you were pretty sure the company you’re a key part of—and have equity in—is about to crack AGI within one or two years… why would you jump ship?”

Despite the departures, Schulman expressed optimism about OpenAI’s future in his farewell note on X. “I am confident that OpenAI and the teams I was part of will continue to thrive without me,” he wrote. “I’m incredibly grateful for the opportunity to participate in such an important part of history and I’m proud of what we’ve achieved together. I’ll still be rooting for you all, even while working elsewhere.”

On Friday afternoon Pacific Time, OpenAI announced the appointment of three new members to the company’s board of directors and released the results of an independent review of the events surrounding CEO Sam Altman’s surprise firing last November. The current board expressed its confidence in the leadership of Altman and President Greg Brockman, and Altman is rejoining the board.

The newly appointed board members are Dr. Sue Desmond-Hellmann, former CEO of the Bill and Melinda Gates Foundation; Nicole Seligman, former EVP and global general counsel of Sony; and Fidji Simo, CEO and chair of Instacart. These additions notably bring three women to the board after OpenAI met criticism about its restructured board composition last year. In addition, Sam Altman has rejoined the board.

The independent review, conducted by law firm WilmerHale, investigated the circumstances that led to Altman’s abrupt removal from the board and his termination as CEO on November 17, 2023. Despite rumors to the contrary, the board did not fire Altman because they got a peek at scary new AI technology and flinched. “WilmerHale… found that the prior Board’s decision did not arise out of concerns regarding product safety or security, the pace of development, OpenAI’s finances, or its statements to investors, customers, or business partners.”

Instead, the review determined that the prior board’s actions stemmed from a breakdown in trust between the board and Altman.

After reportedly interviewing dozens of people and reviewing over 30,000 documents, WilmerHale found that while the prior board acted within its purview, Altman’s termination was unwarranted. “WilmerHale found that the prior Board acted within its broad discretion to terminate Mr. Altman,” OpenAI wrote, “but also found that his conduct did not mandate removal.”

Additionally, the law firm found that the decision to fire Altman was made in undue haste: “The prior Board implemented its decision on an abridged timeframe, without advance notice to key stakeholders and without a full inquiry or an opportunity for Mr. Altman to address the prior Board’s concerns.”

Altman’s surprise firing occurred after he attempted to remove Helen Toner from OpenAI’s board due to disagreements over her criticism of OpenAI’s approach to AI safety and hype. Some board members saw his actions as deceptive and manipulative. After Altman returned to OpenAI, Toner resigned from the OpenAI board on November 29.

In a statement posted on X, Altman wrote, “i learned a lot from this experience. one think [sic] i’ll say now: when i believed a former board member was harming openai through some of their actions, i should have handled that situation with more grace and care. i apologize for this, and i wish i had done it differently.”

Following the review’s findings, the Special Committee of the OpenAI Board recommended endorsing the November 21 decision to rehire Altman and Brockman. The board also announced several enhancements to its governance structure, including new corporate governance guidelines, a strengthened Conflict of Interest Policy, a whistleblower hotline, and additional board committees focused on advancing OpenAI’s mission.

After OpenAI’s announcements on Friday, resigned OpenAI board members Toner and Tasha McCauley released a joint statement on X. “Accountability is important in any company, but it is paramount when building a technology as potentially world-changing as AGI,” they wrote. “We hope the new board does its job in governing OpenAI and holding it accountable to the mission. As we told the investigators, deception, manipulation, and resistance to thorough oversight should be unacceptable.”

OpenAI clarifies the meaning of “open” in its name, responding to Musk lawsuit

On Tuesday, OpenAI published a blog post titled “OpenAI and Elon Musk” in response to a lawsuit Musk filed last week. The ChatGPT maker shared several archived emails from Musk that suggest he once supported a pivot away from open source practices in the company’s quest to develop artificial general intelligence (AGI). The selected emails also imply that the “open” in “OpenAI” means that the ultimate result of its research into AGI should be open to everyone but not necessarily “open source” along the way.

In one telling exchange from January 2016 shared by the company, OpenAI Chief Scientist Illya Sutskever wrote, “As we get closer to building AI, it will make sense to start being less open. The Open in openAI means that everyone should benefit from the fruits of AI after its built, but it’s totally OK to not share the science (even though sharing everything is definitely the right strategy in the short and possibly medium term for recruitment purposes).”

In response, Musk replied simply, “Yup.”

A song of hype and fire: The 10 biggest AI stories of 2023

“Here, There, and Everywhere” isn’t just a Beatles song. It’s also a phrase that recalls the spread of generative AI into the tech industry during 2023. Whether you think AI is just a fad or the dawn of a new tech revolution, it’s been impossible to deny that AI news has dominated the tech space for the past year.

We’ve seen a large cast of AI-related characters emerge that includes tech CEOs, machine learning researchers, and AI ethicists—as well as charlatans and doomsayers. From public feedback on the subject of AI, we’ve heard that it’s been difficult for non-technical people to know who to believe, what AI products (if any) to use, and whether we should fear for our lives or our jobs.

Meanwhile, in keeping with a much-lamented trend of 2022, machine learning research has not slowed down over the past year. On X, former Biden administration tech advisor Suresh Venkatasubramanian wrote, “How do people manage to keep track of ML papers? This is not a request for support in my current state of bewilderment—I’m genuinely asking what strategies seem to work to read (or “read”) what appear to be 100s of papers per day.”

To wrap up the year with a tidy bow, here’s a look back at the 10 biggest AI news stories of 2023. It was very hard to choose only 10 (in fact, we originally only intended to do seven), but since we’re not ChatGPT generating reams of text without limit, we have to stop somewhere.

Since Microsoft used a less conditioned version of GPT-4 than the one that would be released in March, the launch was rough. The chatbot assumed a temperamental personality that could easily turn on users and attack them, tell people it was in love with them, seemingly worry about its fate, and lose its cool when confronted with an article we wrote about revealing its system prompt.

Aside from the relatively raw nature of the AI model Microsoft was using, at fault was a system where very long conversations would push the conditioning system prompt outside of its context window (like a form of short-term memory), allowing all hell to break loose through jailbreaks that people documented on Reddit. At one point, Bing Chat called me “the culprit and the enemy” for revealing some of its weaknesses. Some people thought Bing Chat was sentient, despite AI experts’ assurances to the contrary. It was a disaster in the press, but Microsoft didn’t flinch, and it ultimately reigned in some of Bing Chat’s wild proclivities and opened the bot widely to the public. Today, Bing Chat is now known as Microsoft Copilot, and it’s baked into Windows.

US Copyright Office says no to AI copyright authors

In February, the US Copyright Office issued a key ruling on AI-generated art, revoking the copyright previously granted to the AI-assisted comic book “Zarya of the Dawn” in September 2022. The decision, influenced by the revelation that the images were created using the AI-powered Midjourney image generator, stated that only the text and arrangement of images and text by Kashtanova were eligible for copyright protection. It was the first hint that AI-generated imagery without human-authored elements could not be copyrighted in the United States.

This stance was further cemented in August when a US federal judge ruled that art created solely by AI cannot be copyrighted. In September, the US Copyright Office rejected the registration for an AI-generated image that won a Colorado State Fair art contest in 2022. As it stands now, it appears that purely AI-generated art (without substantial human authorship) is in the public domain in the United States. This stance could be further clarified or changed in the future by judicial rulings or legislation.
